This isn't just and open and shut case of censorship for the sake of censorship. Vietnamese parents are very concerned about online gaming addiction. I studied there in 2009 and one of my classmates did a research project on rural internet. She found that most rural students in her area (and about 75% of the population remains rural) perceive the internet as a place to play online games, so their parents' concerns are not all that wrong. Sure, middle class internet users in the city use the internet in ways similar to Americans, but they also have better education overall about what the possibilities are. The Vietnamese are also fairly comfortable with the state acting like their mom. There has been push-back on some issues (censorship of Facebook, limitations on the number of motorcycles each family can own), but the state has a lot of intrusive powers, and people are mostly okay with this, as long as the economy keeps improving.
