I found the Council's reply scrawled on a napkin.

It reads "Busy wasting money on Death Tunnel to trap people for inevitable Earthquake."

And then it's signed "XOXOXO".

Cienna, you are mixing things up. OF COURSE the Council fast-tracked the legislation in 2003 -- the client was Paul Allen! The client today is a hundred homeless people. I mean, do you really expect them to jump to attention for them?
