1163's biggest problem is that it will only re-start the fight against cuts between K-12 groups, higher ed, health care for the poor and health care for children. The original initiative was suspended in order to keep funding in place for these other mandates the State has to deal with.
The premise is great. I just wish they would have either a: put in a funding source, or b: specified what should be cut. This is not dissimilar from a Eyman initiative, in that it creates an unfunded mandate (his are tax cuts). Even the yes campaign admits there is no funding source, no path to increase revenue, and no plan on what to advocate to cut in order to fund the training portion of the initiative.
