So if I'm offended by a topless guy, the police won't do anything because that is not "reasonable" but if I'm offended by a topless woman, I can have her fined? Assuming I'm equally offended in either case and willing to testify, the law on the face of it is sexist and possibly unconstitutional.

You know, if someone's going to get in the face of a topless woman for revealing her boobs, I don't think a card featuring more boobs is going to mollify that person or otherwise diffuse the situation.

I strongly suspect that it's not other members of the public who are "getting in the face" of women exercising their freedom, it sounds like it's the cops taking it upon themselves to harass the bosom-havers.

I recall a nice sunny afternoon at a very calm discreet location not far from Dykiki Beach, which is a known nudist beach. A gentleman swam out a bit beyond his abilities and got stuck at the buoy. A police boat eventually came by, hauled him aboard (nude), helped him warm up a bit, gave him a ticket for swimming where he shouldn't, and then said (as he reported to the rest of us - after the cops had looked as sternly at us as they could from 20 meters out) "We're going to have to do something about that beach." Clearly indicating they were opposed to nude people being nude amongst themselves, and bothering no one. Why should they care? Morality police much?

@9, I've never complained on the beach in Europe - not once. It would be nice if the ladies could try to monitor the pubes growing out of the areolae though.
