Why should prisoners in solitary confinement get to make phone calls?

If California were a country, it would have one of the highest incarceration rates in the world. Two Supreme Court rulings, and there are still defenders trying to find some way to defend it? Government contractors around the country are evidently seeing this as a threat to profits and bonuses for FY13.
