@1 - Well, he got elected twice. It would be more logical to say that Louisiana much be full of idiots - however most folks in that great state are just fine. Idiots doing get to elected to office, smart bad people do but idiots are not smart.
Simple fact is, Louisiana public schools are terrible, and the state is full of people who are either uneducated or poorly educated. Creationism is in the official state curriculum as fact. There are kids at LSU drawn from the local communities who can barely read. This is not hyperbole, I have seen it first hand, and these are the bright ones.

@10: New Orleans is one of the few cities I have been to in America where you look around and think, "this could only be _____." The city has so much original character. There really is no place quite like it.
@8...well, no, creationism is not part of the official state curriculum. I live here. I promise it is not. However, teachers do have the option to teach creationism in science classrooms alongside evolution, using any materials they want. That is the real travesty of that law.
Not that I'm defending the horrible state legislature (though now that he is leaving office they finally stood up to him a little tiny bit in this last session...though they still passed legislation that was utterly stupid to make Jindal and Grover Norquist happy), and I'm certainly not defending Jindal. Just clarifying things on that point.
If it is any consolation, on a poll here that was actually conducted by a fairly conservative organization, Jindal lost to Hillary Clinton, and by a margin that was outside the margin of error. The man is hated here by both liberals and conservatives for what he did to this state. If he is still in the race (which is a long shot) when the Louisiana primary rolls around, he won't win his own state.
Why is he running? Does he actually think he can win the Grand Old White Men Party's nomination over the white, whiter and whitest men who are running? Dude is a zzzzzz-fest; any intelligence he might have had has long been murdered by his need to spout stupidities to please the bigots and morons that vote in the circus, er.. elections; he's been a lousy governor, LA is fighting Kansas and MO to be the poorest state in the Union, even though it is so much more beautiful, has great food, music and Mardi Gras. Is he running for Fox News job? Auditioning for TLC's Lamest Loser reality show? Brain tumor?
