I don't know why the Red Cross can't fix itself, but I suspect that (like the Susan G. Komen For The Cure organization) the tone-deaf/style-over-substance right-wing culture that is currently its DNA is a big part of the problem. I recently filed to have a 501c3 charity recognized and it took about 18 months for the application to be reviewed. Apparently not totally out of line with what you should expect. So, uh, good luck getting organized by January.
