For criminy's sake, 2% of Scottish police carry guns and Glasgow was the (knife) murder capital of Europe. They use big plastic shields and multiple officers to handle knives without using lethal force. Yet another needless SPD boondoggle.
“give officers the tools to make sure that this never happens again.”
The most important tools law enforcement officers have are their intelligence and good judgment … but don’t hold your breath waiting for SPD to raise their recruiting/retention standards in those areas - with the blessing of the City Council, they’re actively moving in the opposite direction.
You fail to note one of the most brutal and unnecessary SPD murders of a man in crisis with a knife -- that happened after Caver and Hayden -- even though The Stranger did provide incompetent coverage with no follow up within 2 days after this SPD murder: https://seattlecollegian.com/examining-2022s-first-seattle-police-shooting-two-avoidable-casualties/.
SPD has an extensive history of killing folks wielding edged weapons and police accountability bodies steadfastly refuse to learn from what police in the UK, Japan, and other countries do, see:
"Spencer found the man first and began following him up the street, leaving her K-9 in her car.
...
"Spencer brought no less-lethal tools to the scene, leaving both her pepper spray and 40 mm soft round launcher in her car. Hazelwood opted to bring the BolaWrap rather than his Taser, saying the suitcase that the man carried might have blocked the Taser prongs."

@3 "The most important tools law enforcement officers have are their intelligence and good judgment"
Unfortunately very few SPD officers appear to be equipped with those
@2: Sure yeah all weapons are equally effective, that's why we send the Marines to war with stone clubs.

Sounds to me like SPD is not very well trained.
