These ads are an object lesson for businesses who have been sold advertising time on YouTube, charged for placement on Google search or popups in the middle of articles I'm trying to read.

It's usually money wasted.

As the viewer (dog or human) these ads are rarely more than a slight nuisance. But I'm seriously surprised that the ad view businesses (like Google) haven't been sued into the ground by their customers (the companies buying ad time).
