The legendary Capitol Hill neighborhood (AKA the playground of America's rich and famous, AKA the epicenter of all world culture) is getting a little feather for its cap: It's Seattle's "first neighborhood to be named a designated Arts & Cultural District." The idea behind this distinction is that it will come with the city's commitment to protecting arts organizations within the district from being forced out by rising prices.
