Substation promoter/festival organizer Tim Basaraba originally created Downstream Music Festival with the plucky intention of supporting local outlier artists without the high ticket costs, big corporate backing, and structure of the Paul Allen–sponsored festival Upstream. Now that Allen is dead and Upstream no longer exists, Downstream has lessened their contrarian rhetoric a bit and moved to Darrell's Tavern with three days of live sets by varied local artists like DoNormaal, Wet Temple, and Maklak.
