The US needs to join other developed nations the world over and legalize/normalize the practice of renting out hotel rooms by the hour. Yes, I said "hotel," not "motel."
Fucking in public spaces is one consequence of excessive rents that force people to have roommates. If you don’t want people fucking wherever they can get away with it, then make sure they can afford to have places they can fuck in private.
That won’t stop the exhibitionists, of course. But it will cut down on things.
