Do you actually have a plan to get it so that every event ever held in the city (including just plain old Sunday morning hanging-out-at-the-cafe) is not "social" environment with a male/female ratio of 145 men for every 2 women?

Your public social climate is well beyond dysfunctional at this point, far into the domain of "outright creepy!". You'd have more success in having a functioning urban culture if you dealt with situation ...
