I think you have your timeline all fucked up- Cobb was in Leith at the very height of the boom. Leith doesn't have much oil and is too dry to farm- this is marginal ranch land- and has never had much economic activity- there is a reason only 24 people live there. It is too far east for oil and too far west to get much rain.
