Two points:

One, why is it that NO ONE in Seattle has the balls to move beyond "passive aggressive" and in to just plain ol' aggressive? If a dog barks excessively or craps in your yard, or (especially) if you suspect someone of defrauding the government on false disability claims, don't wait until the end of a two year lease, do something NOW!

Two, if she really did have an egg-shaped brain tumor, that might explain some of the other erratic behaviors... she might also just have plain old mental illness. In that case, you are a shitty neighbor that can't see past your own needs.
