The OVG plan would also seem to negate the need for a SODO stadium (is that a separate, done deal?) unless y'all magically got an NBA and NHL team then suddenly you gotta gotta trek to the Tacoma Dome for your Iron Maidens and Beyonces.

One reason the City may not be interested in the split-up deal is because they may be negotiating with Seattle Schools for the revamping of Memorial Stadium which may include a deal for the City to use it during the summer for events including musical ones.
