@ 7, sure, in eastern Montana, like anywhere else in the Great Plains. But not nearly as often as in Tornado Alley, and they're usually smaller tornadoes like this one.
Metra is the local arena there in Billings. I used to live about half a mile from it. Saw many hockey games there way back when. Also saw Clapton there.
According to news reports the arena is pretty much a total loss, roof gone, interior smashed and very, very wet.
One reason the tornado may appear to be less strong than others is that at this particular event has reached its end stage, known as "roping." At this point, the distinctive, twisty funnel cloud begins to lose definitive direction and the dark, wide wall cloud we associate with storms in their stronger stages has lifted. I was a weather girl in high school.
Awesome. I love this video. As tornadoes go, it's fairly mild, possibly an EF1, but it still fondly reminds me of back when I used to storm chase and when I was almost killed by that massive EF3 with a wall cloud about 2km wide. That was . . . horrifying.
The last thing I would do during such an awesome display of natures fury is call someone to tell them what I was seeing. Seems to me people don't live in the moment anymore; life has been condensed into a Facebook update.
I think it might be a good thing. Perhaps they'll build something that will be considered a viable venue for music acts. The acoustics in that place were absolutely abysmal. The only thing it was good for was for sports, and that's also debatable.
I think I read it's been 40+ years since they've had one.
Now, quit turning the camera sideways!
"(Sigh). Do you ever have any thoughts that you don't say out loud?"

Carry on.
I do think it's funny that - as @11 pointed out - she feels that it's OK to say "holy shit" but "Oh my God" would be blasphemy. :)
