I imagine the police didn't want the photo because there was no chance they were going to investigate any further. It would just go in as a report and be forgotten. Kind of like when you report a stolen bike.

So, has the officer who refused the photo been disciplined at all? That seems to me to be either gross incompetence or negligence; either way, they should be subject to some sort of punishment - either a mark on their record and training, or fired.

I think the sky is falling because a dozen women felt that they couldn't get help for their SEXUAL ASSAULT because dimwits keep telling them it's not as bad as anything other "real crime" that's going on, therefore let the REPEAT SEX OFFENDER go on about his offending and let the women suffer in silence forever. ALL crimes need to be pursued, prioritize yes, but that guy moved up the priority list because he can't keep his hands off women he doesn't know. Come'on, man!

FWIW, I don't necessarily fault the police for not being able to investigate this kind of crime. They should have taken the photo though. At least the file would be complete.

Glad the guy was shamed and caught...but a valid point about SPD not arresting people downtown who commit blatant crimes in broad daylight, like the open-air drug market near the Smith Tower, which has operated for years. Maybe if someone were groped there...

The officer who didn't take the photo didn't necessarily do bad enforcement work but did bad public relations work.

The crime is a low priority - like a stolen bike - and so would probably never have been investigated. This sort of crime doesn't rise to a higher priority until the lack of enforcement makes it more prevalent or the guy is found to be a habitual offender. Of course, if it is never reported, then the police would have no way of knowing if it was becoming more prevalent or if the guy were a habitual offender.

As it turns out, the guy is a habitual offender so the follow up by the police was appropriate in this case.
Ms Marquand did everything right. She reported the crime and, when the police refused to take the report, she reported the police.

As for the crime being a low priority... that's another thing entirely.
