After this happened in NYC, I read the police were given orders to only respond when called by people in the neighborhood. No pro-active raids or shakedowns.

It seems like it's been quiet there since then, but I haven't really checked into it.

What's your reasoning/evidence to support your nutty claim that you can't have government with substantial and far-reaching authority without also having a police force not subject to rigorous oversight? It should be noted that these were not simply boiling over tensions, this was a full scale riot. People are dead, several police officers are hospitalized, some in comas from being attacked with rocks and bricks. Stores were looted, buildings were burned. Thousands of national guard troops were brought in, businesses, schools, and government are closed today.

Baltimore has been run by Democrats for 48 years. Today:
Three of the past 4 mayors are African American, for the past 28 years.
The city council president, police chief and district attorney are black.
Nine of the 14 city council members are African American
The city is 65% African American.

Baltimore is hardly a city of a white system oppressing African Americans, denying the "community" representation.

Like other bastions of liberal urban fetishism (Detroit), Baltimore has succumbed to its own wishes for endless "tolerance" (don't judge, but toe the party line); and resistance to individual accountability.

78% of black Baltimore children are born to single mothers;
Baltimore blows $16,578 per kid on elementary education (+30% more than Seattle), and yet 31.5% of kids never graduate.
In 34% of Baltimore city families, there is no adult in the household working.

Baltimore's problem isn't racist policing and public funding. Baltimore's problems are personal policing, and a political climate that perpetuates this notion that elevation of the African American community will come from something other than mutual individualism.

African Americans have only found economic enslavement and social stratification in the politics of the Democrats. Over a generation since the "war on poverty" and things are worse. Why would you expect them to now improve, with the same people (Hillary) and the same ideas (big government) that have failed (or are in the process of failing) in every pocket of the world where they have been trotted-out.

It's been 50 years since the Moynihan Report – penned by a liberal Democrat – and nothing has changed about the precedents that will lead the African American community to its demise. Thankfully, African Americans who aren't conditioned to race as a determinant are able to escape the programmatic approach of the Democrats to breed a resentful, always-needy, ever-larger, socially disintegrated, racially-charged and perpetual voting class – that assures a steady stream of taxes and government jobs.

Programs are the new plantation.

It's about choices. And you and your type have had a half-century of near-endless cash to fight your 'war on poverty,' which has been a disasterous boondoggle, at very best.

Baltimore spends $18,000 per kid, per year, on elementary education. (About 40% more than Seattle, and FAR more than other OECD countries.)
Only 16% of 8th graders read at grade level.
Graduation rates are barely above 60%

All that wasted money, and all this wasted time – because you're too naive to realize....
