Everett pays teachers more than Bellevue and the latter pays more than Seattle. Yet Seattle spends more per student that either. I.e. The spending goes to things other than teacher salaries such as admin. You can't just look at spending per pupil, you have to look at what it is spent on and whether it actually makes a difference in student outcomes.

Homicide is lawful "In the actual resistance of an attempt to commit a felony upon the slayer, in his or her presence, or upon or in a dwelling, or other place of abode, in which he or she is." The cop was not yet in the dwelling or attempting unlawful entry to the dwelling (the dwelling refers to the house structure not the property line) from what can be seen in the story.
