I suspect the real purpose of stingray use at the local level has nothing whatsoever to do with actual law enforcement.
The Intercept wrote about how drone strikes rely on stingrays to intercept GPS info from the target's phone. The agreement between local law enforcement and the feds is probably something like this: Police get to use the equipment to aid in their investigations, and federal agencies get the data in return, which increases the targeting accuracy of the drones. But national security secrecy trumps local LE, which is why cops have to drop charges rather than reveal info about stingray use in court.
So how can I be stalked on so many blogs then?
