This police officer should offer a public and in-person apology to Mr. Hagopian, complete with news media presence. A behind-the-scenes hand-slap doesn't cut it.

@4, Agreed, but that's how Seattle rolls---private hand slaps to cops for disrespecting law abiding citizens (particularly dark skinned ones) followed by a closure of the books on the incident.

Again I say it: Drug test cops. By WA law, if you drive a commercial vehicle--even an apple wagon from Cashmere to Wenatchee--you're subject to random and post-accident drug testing. Police are never tested--not when they pepper-spray, Tase, night-stick . . . or riddle a seemingly harmless citizen full of bullets. And it's not just alcohol and illegal drugs for which we should screen . . . caffeine, dear neighbors, needs to measured in account in all these cases of: Ready, Shoot, AIM!

The investigatory body that came up with this tap on the wrist for this racist, berserk cop should be named the Office of Public Non-Accountability. I wish Jesse Hahopian all the best in his pursuit of justice.

Yes @1 it is more or less the same "punishment" that given to Whitlatch, torn off the roll, except that Whitlatch was rewarded with months of paid leave.

No, I mean the initial punishment before the story broke. IIRC, her supervisor was going to talk to her, which was even less severe than a reprimand--at least technically. But in practice, it's about the same thing.

Yet another reminder of why video is the most important tool for fighting police fuckery. Krazy Kop could have made up an entirely plausible-sounding scenario involving life-threatening assault and testified under oath that every word of it was true, and all her colleagues would have backed her up on it. Hagopian would have come out labeled as a violent assaulter of cops (eyewitness testimony by civilians being pretty much the same thing as lying), and Krazy Kop would have gotten a commendation.

Except there was video.

So, I still want to know: 1) what is this cop's NAME? 2) And how is SPD going to discipline the cops standing with her who did nothing to intervene? (And what are THEIR names?) And 3) I want to see the reprimand taped and put up on You Tube.

I went to school with Jesse Hagopian for several years and knew his family fairly well. It's news to me that he is black.

This officer's misbehavior seems as serious as Whitlatch's, at least given that this is all on video and there's at least some room for ambiguity/doubt in Whitlatch's case (there's no video on how that encounter began, right?) This officer was out of control, pepper-spraying people who were just walking by--some kind of raging power trip/freakout. Maybe not a firing offense--maybe--but definitely worthy of written reprimand, suspension/reassignment, etc.

@8 -- Whitlatch was "given" paid administrative leave because someone on this blog posted her home address, other personal details, and made a reasonable threat to kill her.

One could argue that it's now open season on those expressing their first amendment rights. O'Toole has no qualms with her thugs using violence against citizens. She's responsible for killing a 21-year-old woman in Boston at a World Series celebration - her thugs fired "less-lethal" weapons into a crowd.
Seems she allowed the same thing on May Day. Numerous videos prove the crowd faced weapon fire for merely being in the vicinity of the coppers.

I wonder if I pepper sprayed O'Toole if she'd think I only deserved an oral reprimand and some retraining. Oh no, she'd probably be pressing charges for assault and I'd be in jail. I've been sprayed before, it's horrific. Even if she'd been suspended without pay, you know what they do? Give up one vacation day. Oh the horror. It's no wonder cops do this stuff, discipline is a big joke. At the police academy pepper spray training involves them getting sprayed. Let's at least hope that's what this officer gets, not just classroom retraining. I watched the video, that batshit crazy officer has no business being a cop. The cop standing next to her was calm, cool, and collected, like a good cop should be.

^ Right. This is just a plain-as-day, open-and-shut case of assault, caught on tape for all to see. O'Toole needs to be made to know that giving us Whitlach's head on a platter as some sort of sacrificial lamb isn't what's demanded and isn't good enough, if she's going back to protect perpetrators of assault such as this officer. I'd love to see you get her on the record about this.

@14- The part about paid leave being a response to a threat. It was a response to her racist Facebook habits in addition to her unlawful arrest making her a toxic asset for the SPD. Of course they can't fire anyone for anything like that, so it's paid leave and hope everyone forgets.

Also the part about the threat being "credible" is stretching things.

@24 -- I don't know who decides if a threat is credible, but I'm sure it's not you.

As to the rest, feel free to amend your interpretation of history to serve your purposes. The facts are clear; she was taken off duty because someone called for violence against her in the comment section of this blog and included her home address as part of that call.

Sure bro, she wasnt taken off duty for use of unnecessary force or anything.

(whats sad is I believe you. They wont take a white cop off duty for abusing nonwhite people. See whitlatch's original multiple changes).

@25- Find me a news report that says that's why she was suspended. Because I have never seen that story except as a anonymous comment.
