Generally a characteristic in there because there is history of someone's or groups' 'going out to f-ck-up someone because they're a member of group X' where X is defined by one of those factors, though I don't recall Parental Status—childless women? A hate-crime is at base a-specific (or nearly) as to individual but targets every member of a group.
