State lotteries are shut down. That's odd, because the lotteries are a revenue source, not an expenditure. I don't see the State Department of Revenue suspending sales or B&O tax collections.
Not that the lottery is a big deal by itself. But it should be self sustaining. Paying it's own operating costs out of revenue and returning the excess to the general fund. (Private) gambling enterprises that take in additional funds (in addition to those from the table) start to make my spider sense for fraud and money laundering go off.
