It will give you about a dozen good reasons why something like that could happen without anyone screwing any pooches. I'll give you a big one now: communication equipment is notoriously spotty in combat zones.

You were talking about 'combat' so I thought I'd recommend a film I saw last night on DVD. Viewed "The Bridge" by Bernhard Wicki (1959) in German. It was terrific. One of the finest anti-war films I've ever seen. The combat scenes were extraordinary. The story excellent as well. It's as good as "Paths of Glory" & "All Quiet on the Western Front".
The NIMBY's didn't win anything. The Shah developers attempted to build an 85 foot building in an area zoned for 40 feet that was later up-zoned to 65 feet. They tried to break the rules and got shot down by the city.
Neighborhood councils were doing a lot of work around the city until the current elected regime came in with a different agenda. How has that new agenda been working out so far? Is it time for a rational critique yet, or let things continue to decline?

That scene where the main character is in the bombed out crater and has to kill the other soldier with a knife and sleep next to the corpse really stuck with me. The noises the dying man made, and the expression on the face of the actor really struck home the senseless slaughter of the war. Amazing acting, amazing direction.

I'm glad they killed the building proposal in LQA. The neighborhood is already fucked for traffic half the time, and that particular intersection is another perfect example of Shitty Seattle Street Planning. Adding a large, multi-use building right on that spot would have tangled drivers and buses even more than normal traffic already does, it would have increased the amount of cruising traffic in the neighborhood who drive their cars around interminably seeking free parking on the street (we're fresh out, so take a fucking bus already), and it's an addition to the area no one wanted or asked for. Just like the Chase bank, or the CVS/condos. Or the loss of the old Streamline.
Just leave our god dammed neighborhood alone already until you beef up transit options in and out and through it. Fix traffic first, then build new things.

"All Quiet on the Western Front" is a magnificent book too. I've read it twice. I think you'll like "The Bridge".
