Kids removed from dangerous situations by CPS remain in contact with their parents and have regular supervised or unsupervised visitations. They also have access to their extended family. They also pretty much go about regular lives with additional support from DSHS. A clear and transparent reunification plan is put into place for them immediately.
They're not kept in a cage with no parental/familial contact in a strange culture, possibly being drugged or abused, only allowed to go outside for a couple hours a day, and with no clear knowledge if/when they'll ever see their parents again.
A judge and jury would have to decide that for a living person, right?
But since it's just a corpse, we can dispense with all that and simply consider it convicted of murder, or criminal conspiracy at the very least. Corpses are so very convenient!
Ross is a corpse because, at a minimum, he made a poor choice in who to hang out with, and he refused to comply with lawful orders from the police.
He ran from a car known to have been used in an attempted murder only minutes before.
Police had no way of knowing if he was armed as he fled.
