They don't run 6.2M display ads because they want to overwhelm the audience. They run that many ads because Internet advertising is so ineffective it requires a massive number of displays to achieve results. At a 0.35% CTR you'd only expect 20K clicks on that many displays. The targeting can be imprecise as well. They're probably showing these ads through most of eastern Washington.

The same money would buy maybe 100 column inches of ads in the Spokesman Review. Something like a 5x7 b&w ad running for a week. I'd expect this much display advertising to make about the same splash.

FYI the listed address -- 911 E Baldwin -- is the address of the Spokane Firefighters IAFF Local 29. Which makes sense.
