Don't we already have an oversight function? As I recall it includes Anne Levinson, the only person to professionally survive the Monorail collapse and former US Attorney Kate Pflaumer.

Here's a conspiracy theory for you - perhaps Tom Wales was assassinated because he disagreed with the outgoing Pflaumer on the Nordstrom Corporate Welfare scandal. As you may recall she overruled the Seattle Ethics Board position...

Yes, if the SPD doesn't want the monitor, that's the exact person to do it. These new rules are for the public's safety, not the pleasure of the SPD.

I have looked up and reviewed all persons you mentioned in this story for an over sight person, and all seem like they would do a wonderful job.
Elected and appointed officials stop the covering up, and the passive aggressive double talk within Seattle's City Governments and entity Governments.
Make this one for the Citizens benefit.
