What surprises me is that the staff 1) gave the guy a cup, and 2) cooperated with the investigation. Even if both acts were minimally competent, it is an aberration - they are not known to assist another in any manner whatsoever. Perhaps the pan-optic nature of the surveillance system has increased self-conscious regulation of behavior.
