I'm reasonably sure the people are fine with Trump's win and aren't going to be impressed with more lawfare. It sure didn't help Biden / Harris.
Sometimes spending municipal dollars

@1, trump won by a small margin in an election where almost a hundred million people of voting age didn't cast any vote. I'm not sure what the message was there: Complacency? Ignorance? Indifference?
Just under half of the people that did vote, voted for trump.

Just over half, you mean. Donald Trump won the popular vote by more than two million votes.
No, thumpus dear. According to the AP, trump got 49.9% of the popular vote to Kamala Harris' 48.4%.
You are correct in that trump got 2,284,316 more votes that Kamala Harris, which is roughly 23% of the population of LA County.
