I Have to Laugh/Rainier Valley/Fri Nov 14/1:16 am: Officer Solan reports that while "working uniform patrol in a fully marked patrol car within the city of Seattle," he observed from the corner of Rainier Ave and Henderson, where he was parked, a 94 Buick traveling at "a high rate of speed." Officer Solan activated his sirens and pursued the suspect vehicle. "I finally caught up to the 94 Buick at Rainier Ave and Kenyon," reports Officer Solan, "where I initiated a traffic stop. Moments after the vehicle pulled over, the driver opened her driver's side door, stepped out of her car, and began yelling at me. The driver demanded to know why I stopped her and stated that I probably stopped her because she was black. I asked her to sit back down in her vehicle--only if she did this, if she sat in her car, would I explain why she had been stopped by me, [Officer Solan]. She reluctantly sat back down and I then advised her why I had stopped her....

"After offering my explanation, I told her that I needed to see her driver's license and proof of insurance. She rolled her eyes and said that her license was in her purse, which [was in her trunk]. Realizing that she was uncooperative, I asked south radio for another patrol car to assist me on the traffic stop. When [the black woman] got back out of her car and opened her trunk, she said: 'You mother fuckin' white cops are always fuckin' with niggas and I'm glad you stopped me so my niggas can sell their dope and make their money!'

"'You should be catching murderers and rapists and robbers and stop fucking with me, [a law-abiding, taxpaying black woman]!' She then handed me her driver's license and her body language became more hostile. While I looked at her insurance document, [the black woman] began to cry and spit as she yelled. She yelled: 'You white boys are always killin' us niggas and when you white boys get shot, I have to laugh. I just laugh at your sorry ass!' As I attempted to calm [the black woman with the hostile body language], several civilians stopped and stood on the sidewalk and began to yell at us. Their yelling encouraged the black woman to escalate her antics.

"As I attempted to speak with her civilly, to ascertain from her if she had been drinking or if she had consumed any type of narcotic [like crack], she screamed that she had not been drinking and that she did not take any drugs [like crack].... [Finally, the black woman] signed the citation I had written up for her. She then said that she has a lawsuit against us and that I would see her in court, and left the area. I took a Polaroid picture of her front bumper and later forwarded that picture to the photo lab. This incident was screened by Sgt. Leung."

One quick comment: Officer Solan should have spelled niggas with either the correct ghetto spelling, niggaz, or the correct standard English spelling, niggers.
