The probationary employees are the bottom of the totem poll. They empty the trash bins at Mt. Rainier, take and process Social Security applications, process V.A. Medical eligibility and claims, etc. Front-line worker bees.
So, for just for the sake of argument, assuming their is a swamp to be drained, DOGE is targeting everything but the swamp.
