Union Gospel Mission is not only a "religious organization", it proselytizes its clients and in order to receive any services, they must agree to participate in religious services and study. They cannot do that (or should not) if they are getting paid by the City, which has laws against City-funded proselytization. However, UGM is NOT getting paid by the City for activities in the Jungle. Thus, they are free to follow their religious mission however they choose.
Six out of 58 is not an encouraging number this far into the sweeps. It's possible some people will be housed or will be persuaded to go to shelter. It's also likely that a large number of people will be on the streets - an outcome that doesn't help them at all.
