This decision being "spurred largely by Wells Fargo’s financing of the Dakota Access pipeline project" means it was the largest factor? Being an instrumental player in the Great Recession, or ripping off millions of customers by creating - and charging fees on - fake accounts weren't the main catalysts?

Without defending WF, this seems fairly arbitrary. Even Trump-like. What other projects financed by banks will incur the wrath of the Council?
