These are criminal complaint fines? It mentions that he owes "the state", and not any of his victims. It seems impossible that Hickey will ever be able to scratch 320k together, let alone whatever's coming from the cases his victims bring against him in civil court. I imagine this ruling makes those a pretty open-and-shut case, the only question being how much to award.
@1 these are not criminal complaint fines but instead the state suing in civil court for bad business practices. They ignored the criminal aspect and focused on the consumer protection aspects of the case.
