I hate to say it, but if you are irresponsible enough to allow your dog to just wander around unsupervised, you really can't be surprised if the dogs finds some danger. Not to excuse the abhorrent actions of the neighbor, who was clearly even more irresponsible.

At this point I can only assume IL DOUCHE has finally realized his poll numbers are in the proverbial toilet where they're likely to remain for the rest of his term - however long that may be, depending on what Mueller uncovers - and that his ever-dwindling base of loyalists isn't going to be able to keep him afloat much longer on their own. So, he's starting to cut deals with the opposition where ever he can, in the (hopefully delusional) expectation that, by throwing them lots of big, meaty bones they'll come over to his camp and somehow manage to keep him out of prison.
Basically, he seems to be putting his hopes on buying the Democrats' loyalty. If so, I look forward to the day when he discovers, to his eternal damnation, that loyalty isn't a commodity to be purchased, but rather a quality to be earned.
