Maybe if they "nationalize" the refinery profits to benefit Vancouver... you know, with free education for all, new roads, free electricity, a free car every 10 years, subsidized wages, etc. That might be worth it.

Kind of like how everyone in Alaska gets money from the state from all the oil drilling.

The west coast can get some oil from North Dakota, or explore and produce more from wildlife refuges in Alaska.
