Another thing that would help is for the Legislature to stop allowing courts/counties to add extra fees on top of the statutory fines for minor offenses, and stop doing so itself. A fine of a few hundred dollars can turn into much more than that after the plea paperwork is all said and done. As to the loss of a revenue source, as a practical matter many defendants can't pay their fines anyway so the state never collects.
