I'm quite unclear as to the real reasons that the original measure was introduced in the first place. The "reasons" given ("transparency" and "fairness") don't appear to be substantive problem requiring solutions.
@1: the primary impetus was that member Upthegrove was unhappy that 4Culture funding was not flowing to his district and friends. Despite the proponents claims, the original measure was aimed at giving individual council members a mechanism to create geographically-defined earmarks, rather than the current merit and need-based grant process.
@3 -- Arts education is, in multiple studies, one of the things that helps people from ending up on the street in the first place. It reduces mental health problems and contributes to a better all-around society.
