Ummm, why do we need this? These people are, or should be employees. They have the same rights and protections as everyone else. The only way protections would not apply is if they are being classified as independent contractors by their employers ( most likely in violation of federal and state law). The solution is simple, report the employer to the Washington department of Labor and Industry. It can anonymous. The question is why are the impacted domestic workers not hired as employees. Once again, the City Council obfuscates the source of the problem and practices bad governance. They act as if they are experts, they are not.
