It is pathetic that Seattle has obviously endured junkies, bums, and drunks for over 30 years. Obviously the cops were frustrated 30 years ago watching these derelicts avoid prosecution and continue to be a problem.

We need to arrest and incarcerate the junkies while forcing the mentally ill to accept treatment.
