Who wants to bet that bottom end students today will still be bottom end students in 5 years?

Compared to which other students? For example: if in five years the bottom 10% in the SSD are outperforming the bottom 20% of students in other districts, would they REALLY be at the bottom end?

You help one worst performing student, there's just another one! It's hopeless, stop throwing taxpayer dollars down this rathole. Nuff said.
