A lot of this is because, unlike in Canada, you never fully decriminalized MJ or MMJ, so you bar non-White people from running MJ businesses for the most part (oh, he has a rap sheet, can't be in charge (insert other racist reason here)). The only way to "get diversity" here is to include women, but you still exclude those with rap sheets.

And only White execs were able to hire lawyers to get the charges dropped or removed.

Seriously, it's like you can't see the very society you live in, and how so much of it is based on unproven Fear your TV "news" feeds you.
