Sawant is on the right track. The old gayborhood is now hetero party mountain because of rising rents and inequality. Rising rents on the hill have driven out the poorer gays, leaving the wealthier gays who usually have established relationships and are more likely to have house parties or spend a night in. More and more of the night scene depended on the heteronormies as the alt bars and gay bars moved off the hill or closed. This, we get the ever growing drunk angry straight crowd vs the still shrinking gay crowd. It’s a recipe for hate crimes.

LGBTQ+ folks don't require special handling and are fully capable of defending themselves bar hopping around town at night.

The people who commit hate crimes on capitol hill don't live there, they come in from the sticks looking for trouble. They drive to capitol hill because they've already scared off all the gays living near them.
