A while back at an Arts Ed WA thing, I was told that Washington ranks 49th in the nation on arts funding in K-12 institutions, and correlating with that, we rank dead last at 50th for chronic absenteeism. I also believe the way that it works in WA is that IF the PTA flips out and demands the arts, THEN there are funds that are earmarked for arts funding; it just never/rarely happens, because many PTAs are anemic in relation to the income gaps you'd expect, plus they're low on information about how to wield this power, what with a n00b PTA showing up every 5 to 15 years.
Probably some numbers wrong here, but that info was kinda scary. I'm an art prof myself, and even I was in ignorance of these stats.
