Putin would counter US foreign policy via military or economic means if he could, but the Russian armed forces are no match for the US anymore, and the Russian economy barely rates above developing nations. So he uses what he's got-- skills and training developed in the formal progaganda state of the USSR, an outsized legacy intelligence apparatus to match, and, and... well, sad frog cartoons.

In a nutshell. He'd raise taxes far too high, and has the misconception that the economy is like a pizza that can never have a bigger circumference. I believe that some European countries have actually moved more towards freer markets than the social democrats engaged in the past. Also, how many bills has he led though to Congress to their completion? Amy Klobuchar and Elizabeth Warren have a more robust record in Congress.
