I think there is a good local example of this. About a decade ago, the state and federal govt loosened rule governing distilling so that smaller distilleries could get into the business, after many were doing it under the table. WSU created an extension program and many local distillers took the courses. Today, most of the small local distillers you see have come out of that program.
