re the police disciplinary records: I've been wondering for a while how bunched up the violence problems are in police forces. The "just a few bad apples" claims are a testable hypothesis but one can't test it without some data. And if all the data is hidden behind a veil of confidentiality, we're stuck. We can't control what we can't measure.

@22 The specific problem I was referring to was the problem of people with domineering and violent tendencies self selecting for police work. We can't prevent people like that from ever getting a job in a police force, but we can get them out once they've revealed themselves. If Derek Chauvin had lost his job after the first complaint, George Floyd would still be alive and the SPD would be inhabiting the 3rd Precinct building at this very moment.

In around half of US states, the secretary of state is the official in charge of elections; in other states it is someone appointed for the job, or a commission. It is this person or commission who is responsible for certifying, tabulating, and reporting votes for the state.
