@2 Mostly because we're perched on top of a soggy creeping heap of glacial till and the nearest bedrock is half a mile down, on average.

Well, that, and also a lot of the engineers are potheads.

I drove by it this afternoon. The city has it all fenced off. But they have a couple of trucks parked on it. If it collapses, who ponies up for the new equipment?
