By defunding the Nav team and stopping any outreach she knows the City will no longer be able to perform any camp cleanups. @13I think that what you're missing is that the further right someone is, the less likely they are to believe that coronavirus is something to worry about. So it seems likely that the first group of people to get on a cruise ship will trend pretty conservative. How old they are probably depends on each individual line and its branding.

Because civil service jobs revolve around seniority, both by precedent and by statute. The idea of laying off civil service employees (be that police, fire, garbage, etc.) out of order is a non-starter legally and it will not last 5 minutes under its first court challenge.
